At the World Fiber New Materials Conference and the 24th China International Chemical Fiber Conference, China Textile News reporter revised the relevant indicators of the textile powers, research and development, innovation of fiber new materials, how the development of chemical fiber adapts to current environmental requirements, and the overseas layout of chemical fiber enterprises. The high-quality development has many opportunities and challenges for chemical fiber enterprises. It has an exclusive interview with Gao Yong, secretary of the Party Committee of the China National Textile and Apparel Council and secretary-general.


Reporter: Hello Secretary Gao, China will build a textile powerhouse in 2020, and now there is more than one year from 2020. In what ways have we reached the standards of textile powers? What aspects still need to work hard? In view of the current economic situation, does the textile power program need to be revised?


Gao Yong: Our goal is to build a textile power by 2020. It is not a day in 2020, we will become a strong country. The textile powerhouse program was established during the 12th Five-Year Plan. The preparation of the "Twelfth Five-Year Plan" began in the middle of the "Eleventh Five-Year Plan" period. At that time, China's economic growth rate was the fastest, and the textile industry was also the fastest growing period. Now that the entire economic situation has undergone major changes, after formulating the 13th Five-Year Plan and entering the 13th Five-Year Plan, we believe that some revisions need to be made to the textile powers, mainly due to changes in some indicators, such as export targets. At that time, I wanted to maintain the export growth rate at 7% or above, but after entering the "13th Five-Year Plan", especially in 2016-2017, the textile industry's exports almost had negative growth or zero growth. So far this year, although exports have grown by more than 1%, they are also a low rate. From the perspective of our country's economic development and world trade pattern, the trend of garment industry transfer has been accelerating. The export of garments has been negative for 20 consecutive months. From January to June this year, even the growth rate was 6% to 7%. Changes in the overall textile structure adjustment and changes in the global trade pattern have led to a growth in textile exports, but clothing exports are declining. In the past, we thought that maintaining an export growth rate of 7% to 8% would soon reach 40% of world trade. Now it has reached 36% to 37% of world trade, and the possibility of expanding the proportion is not too big.


In recent years, China's textile industry has adjusted its regional structure and accelerated the transfer of its overseas production capacity. Especially after the “Belt and Road Initiative” was proposed, there have been great changes in this regard. In other words, the past was based on exporting from mainland China, and now the entire textile industry is based on the global layout. At present, there is no investment capacity added to the rest of the world in the past few years, which has caused changes in the total export volume, so this indicator should be improved.


Our goal of building a textile powerhouse has not changed, but in the process of building a textile powerhouse, we have grown bigger and stronger, and now we have grown bigger, and it is impossible to expand infinitely on scale. Such as per capita fiber consumption, main business income, per capita output value and other key indicators, we have to compare with some developed countries, the main changes are these indicators. In addition, we have increased our ability to innovate, control our brand and control the world's trade channels.


Reporter: In the next step, how does China Textile Association play the role of guidance and regulation to promote the research and development and innovation of new fiber materials?


Gao Yong: China Textile Association has been paying attention to the development of chemical fiber since the 10th Five-Year Plan. In the five-year plan of the textile industry, the development plan of chemical fiber has always been released as a special project by the state. The five-year plan for the entire textile industry was prepared by the China National Textile and Apparel Council and then released by the government. However, the general plan for the textile industry is listed below as the national professional plan. The original industrial textile industry planning, chemical fiber industry planning, spinning Machine planning. At present, the professional planning issued by the government during the 13th Five-Year Plan period is only industrial textile planning and chemical fiber planning. This also shows the position of chemical fiber, especially new fiber materials, in the development of our textile industry.


It can now be said that almost any substance in the world can be made into fibers, which can then be woven and woven. When I report the textile situation to the leaders of the State Council and the leaders of the relevant state departments, I hope to change the concept from the national level. Do not think that textile is a traditional industry, but a problem to solve the problem of people wearing clothes. In fact, textiles have penetrated. All aspects of human life.


Among the top ten key strategic emerging industries in the country, there are two projects related to the textile industry: new fiber and smart manufacturing. This also illustrates the importance of chemical fiber.


Nowadays, any new type of fiber in the world, China should be said to have research or manufacturing. For example, carbon fiber, aramid, high-strength high-modulus polyethylene fiber, polyphenylene sulfide fiber, polyimide fiber, etc., can basically be mass-produced. These new fibers will further improve the quality and expand the application field in the process of mass production, and at the same time, promote the progress and development of new fibers. This is also reflected in the second use of new fiber materials as part of the name of the conference.


Reporter: What are the adjustments to the current situation of environmental protection, the need for textile fiber development, or where do we need to adapt to change?


Gao Yong: Nowadays, the country's green development and environmental protection policies have the greatest impact on the textile industry, printing and dyeing enterprises, because it has the largest amount of water and the largest amount of sewage. For the chemical fiber industry, on the one hand, the emission of exhaust gas, on the other hand, the heavy metal content in wastewater. For exhaust emissions, there are basically mature treatment technologies. Viscose fiber enterprises have relatively large exhaust emissions, and they can now be recycled. Some of the heavy metals in the wastewater are caused by catalysts, and more may be caused by oil, not the problem of our fiber itself. Solutions for processes, materials, etc. have been found one after another. After several years of governance, the impact of environmental protection on the chemical fiber industry is not too great.


Reporter: Can you talk about the opportunities and challenges for high-quality development for chemical fiber enterprises? What is the focus of the textile industry, it is worthy of attention?


Gao Yong: China's textile industry is highly market-oriented. Unlike other industries such as oil, steel and coal, it is subject to greater government regulation. To a certain extent, China's textile industry can be said to be the vane of industry and manufacturing. Before the country proposed high-quality development, our textile industry has proposed structural adjustment, namely industrial restructuring, regional restructuring, and product structure adjustment. After the "Nineteenth National Congress" proposed high-quality development, we are also studying the connotation of high-quality development of the textile industry. In fact, the high-quality development and the three structural adjustments we have talked about in the past are inseparable. The main content is still those. The supply-side structural reforms proposed by the National 13th Five-Year Plan actually correspond to the contents of our previous three structural adjustments. In the middle of high quality development, we give priority to industrial textiles. In particular, most of our new fiber materials are used in industrial textiles. In traditional clothing and home textiles, new fibers are also used in order to satisfy people's pursuit of comfort and health.


For the textile industry, the international regional structure needs to be adjusted and the domestic regional structure needs to be adjusted. 80% of China's textile production capacity is still concentrated in the coastal areas, and will be transferred to the central and western regions in the future. In accordance with the requirements of the central government, the domestic regional structure transfer and industrial poverty alleviation and precision poverty alleviation will be combined to accelerate the transfer to the central and western regions. For example, in the villages of Xinjiang, Ningxia, Yunnan and other poverty-stricken areas, manufacturing workshops or small manufacturing plants are very popular. The masses support. At the same time, we need to pay more attention to how to improve the quality of products. With the development of new types of fibers, the consumer products that the people like are further improved, and the people are further expanding their consumption.
